The radio projects of American artist Lincoln Tobier - autonomous, legal, weak - are characterized by their ephemeral aspect and their adaptability to a given space and context. The idea is to offer the population from the broadcasting zone a technical tool that can be used with great freedom, and give the occasion to elaborate public discourse with all the responsibility implied. The Laboratoires invited Lincoln Tobier to activate this radio project during the fall of 2002 in Aubervilliers. The aim of Radio Ld’A, addressing the town and its population, was to entice people or groups to propose and conceive radio programs, prepared in advance during workshops. The realization of the programs was open to all the people living or working in Aubervilliers: the idea was to set up all the - exceptional - conditions of appropriation of a medium by all the population, without any restrictions. Lincoln Tobier’s project took place between October 2002 and January 2003, in partnership with local associations and the radio station Fréquence Paris Plurielle. Forty-eight programs were recorded and broadcasted several times for six weeks, four hours a week. The project was extended by an association of participants, assuring its own continuity and carrying on broadcasts on Fréquence Paris Plurielle (FM 106.3) under the name Ar’fm, once every Thursday at 12:30 pm.
